Did you know Zimbabwe's ex-president won a state-run lottery in 2000?

I just found out something weird about Zimbabwe’s history. Back in 2000, Robert Mugabe was the president. He entered a lottery run by a bank owned by the government. Guess what? He won the top prize! It seems really fishy to me. How could the president win a lottery organized by his own government? Does anyone know more about this? Was it just pure luck or something else going on?
