Does anyone view the chairmen as the least corrupt in the casino world?

Despite initial chaos, the chairmen remain morally clearer than the corrupt Omertas and snobbish White Gloves, making them relatively trustworthy in the casino family hierarchy.

i feel the chairmen are less shady overall, but like in casinos, nothing is totally clean. trust is always a gamble.
